What is pre-decisional Involvement?

Executive Order 13522 aimed to foster a culture of collaboration, innovation, and efficiency within the federal government by promoting federal pre-decisional involvement, also very commonly referred to as PDI. This approach recognizes the value of involving employees' labor organizations in decision-making processes, ensuring that their perspectives and expertise are considered.


Federal pre-decisional involvement allows labor representatives to actively formulate policies, rules, and regulations affecting the workforce. This involvement occurs early on, during the decision-making process, rather than being notified of decisions after they were made. The goal is to create a more inclusive and transparent environment where the concerns and ideas of all stakeholders, including employees and their representatives, are considered.


By granting federal pre-decisional Involvement, Executive Order 13522 provided a platform for labor and management to engage in meaningful dialogue, exchange information, and contribute to developing effective and fair workplace practices. This approach recognized that a collaborative approach, with labor and management working together towards common goals, could lead to improved performance and outcomes in the federal government.


For you, PDI is your opportunity to lend your expertise and opinions for proposed policies, rules, and regulations affecting your workplace experience BEFORE management implements them as final. Please be mindful that the union's window for proposing suggestions is limited, and the union will make the final decision on what suggestions if any, are to be submitted to management on the proposed change.

Management has engaged the union for PDI input regarding the detailed standard operating procedure below for the certification process for vessel operations and trailer towing.
